The September 11 terrorist attacks had a profound impact on him, inspiring a commitment to public service that would shape his future endeavors.

Despite accusations from Stark’s campaign that he was a Tea Party candidate—a claim Swalwell vehemently denied—he creatively engaged voters, even staging a mock debate when Stark refused to participate. 

This innovative approach resonated with constituents, helping him to defeat Stark in the November general election, securing 52.1% of the vote.
